| Assistant Minister Fang Attends the On-the-spot Meeting for Resuming the Commercial Networks and Ensuring Market Supply in the Quake-hit Areas (1) |

With the aim of implementing the spirit of the CPC Central Committee and State Council on the rescue and relief work, quickly resuming the market operations, invigorating commodity circulation, as well as ensuring market supply in the quake-hit areas, MOFCOM and the Ministry of Finance (MOF) jointly held an on-the-spot meeting for resuming commercial networks and ensuring market supply in the quake-hit areas in Chengdu, on May 24. Assistant Minister Fang Aiqing was present at the meeting and delivered a speech.
Fang expressed that since the quake occurred, employees of the commercial system in the quake-hit areas have firmly held their working posts and worked successively to allocate the rescue and relief materials and ensure the market supply. The competent commercial departments in Chongqing, Gansu, Shaanxi, Henan, Hubei and other provinces and municipalities, have tried every possible means to support the quake-hit areas. At present, the market in the disaster-affected areas has been basically maintained steady and has relatively sufficient materials supply, and all the said achievements have been obtained due to the the fearlessness, hard struggle and consecutive fighting of the commercial system.
Fang pointed out that all the local competent commercial departments and enterprises should give political priority to resuming the network operations and ensuring market supply in the quake-hit areas. The importance and urgency of resuming the foresaid work should be fully acquainted by the local competent commercial departments so as to organize the commercial enterprises to accomplish the political mission from the perspective of politics and overall situation.
Fang stressed that the need of the victims should be regarded as the starting point and ultimate goal of all work to bring convenience, benefit and welfare to the people. Both the current resumption and future reconstruction should be scientifically programmed. Based on different economic development levels, we must take into consideration the regional layout, form structure and dimensional structure, combining the work of resuming the commercial network operations and ensuring market supply with the general restoration and reconstruction in the quake-hit areas. As for the major, secondary and minor quake-hit areas, the competent commercial departments should formulate varied working schemes based on the actual situation and scientifically guide the restoration and reconstruction work. The central and local governments shall provide support to this end in terms of both policy and funds..
Fang required that the foresaid departments should achieve by every possible means the mission of resuming network operations and ensuring market supply; work together with the local public security and taxation departments to create a better operating environment for enterprises, rigidly implement the regulations concerned, rationally use financial subsidies and funds, feasibly enhance the enthusiasm of enterprises for ensuring market supply and reconstruction; all the relevant enterprises should fulfill their social responsibility, closely combine the long-term development with the disaster rescue and relief work, and coordinate the mission of ensuring market supply and reconstruction.
